Justice is a beholder, also known as a gazer.  Each of his eyes possess their own unique magical power, with the central eye being the greatest.  He is the lord and ruler of the city of Polywerp where he is loved and respected by its citizens.  In addition, he is the School Master at the Polywerp School of Magic where he teaches orphans the art of wizardry.

Justice is, of course, not the beholder's true name but what he is known by.
