Polywerp is the largest city in the known world. It is a sovereign City State which neither controls nor answers to any other jurisdiction. Being one of the more progressive major cities, Polywerp is the home to citizens of all different races, making it a 'mixing pot'. Although humans and elves are the majority, just about every intelligent bipedal race is represented.

GOVERNMENT and HISTORY:
The majestic city was originally founded by the wizard known as 'Polywerp' nearly 500 years ago. Polywerp (the man) created the city as a safe haven for wizards to live and study away from the big bustling cities which he found distracting. The city grew larger and larger over time and eventually Polywerp's original concept of a small and quiet town was far from what the city actually became.

The Polywerp City Council was formed after Polywerp's (the man's) death. The Council's duty was to elect a new leader for the ever-growing city. They did, and still continue to do so to this day. Although the average citizen does not have any direct say in who becomes leader, they do elect the city council members and can hold them accountable for picking poor or wise leaders.

About 20 years ago a very wealthy beholder known as "Justice" moved into the city and formed the School of Magic with his own money. Although the city was founded with magic in mind, it wasn't until this point there was an official school in which children could be taught the arts. Justice even boarded orphans at his own expense. Impressed by his compassion and generosity, The City Council elected Justice the next Lord of Polywerp. After the beholder's death it was revealed that he, in fact, was cruel and murdering his own students for some sick sense of pleasure.

DISTRICTS:

Capitol: The Lord's Mansion, The City Council's Hall, and many other government buildings are located in this district. The Polywerp School of Magic is also here, adjacent to the Lord's Mansion. 'The Polywerp Times' is printed here.
Northwest: This is the wealthiest zone in the city, housing mostly elves and a good amount of humans too. CTP's headquarters is located here.
Northeast: Being the largest section of the city, the Northeast District is considered the middle class area.
Slums: The poorest citizens live in this run down area. Crime is a major problem in this district. Orcs and half-orcs are commonly found here.
Market: The primary spot for local shopping and commerce.
Docks: Importing and exporting takes places here. There is also a moderate amount of organized crime plaguing this district.
