Toci was once a weapons smuggler.  Eventually, he was captured by the Zardur.  Aboard the Zardurs' trading vessel, Toci formed a gang called the Metal Brains.

 

At some point, Toci escaped captivity and is currently teaming with Yoov Ro on an adventure.
