Raq'mel is a medium-sized city south of Firehawk.
Though the city falls under Firehawk's jurisdiction it, in practice, is an independent city state.

 

Raq'mel is a hub for goods that are illegal is most civilized lands, including slaves which are traded openly on the market streets.  Bandits and thieves often sell their stolen items here.
